The right side of the Coon St beach in Kings Beach, CA allows dogs over by the boat ramp. You can typically bring your dogs to speed boat beach in Crystal Bay, NV but because of all the snow melt this year, Speedboat beach has limited sand area and I would advise against going there. There is a beach along 89 on the west shore between Tahoe City and Homewood where dogs are welcome. It is where the beach fronts the highway and you often see scuba divers in that area- parked on the road. I have taken dogs to Meeks Bay and to the side of the beach at Sugar Pine Point State Park. In Tahoe City, you can take your dog for a swim in the lake in front of Safeway, but dogs are not allowed on Commons Beach. There is a beach just 300 yards to the south/west of Commons Beach that is public and allows dogs. All I can speak to is beaches on the North and West Shores of Lake Tahoe.
This morning I took our dogs off leash for a hike from Meeks Bay Trailhead and they loved it. There was water for dogs to drink about every 30 minutes on the trail. Enjoy your stay.

Pretty much every beach in Lake Tahoe is dog friendly.

When we go to Lake Tahoe we usually bring our dog along, because it's so hard to leave him at home! Plus he loves to be outdoors. We usually use this site http://www.gotahoenorth.com/outdoors/all-things-dog when we are planning our trip, because it gives you all sorts of dog friendly vacationing ideas. The beaches that are listed there are :
East Shore Beaches along Highway 28 – Hike down with your dog, great rocks and little private beaches.
Coon Street Beach – Kings Beach (specified Dog Beach south of the boat launch area with picnic tables and bathrooms)
But there's also a lot of other awesome resources on site for other things (like camping, lodging, etc.)
