I think pure breed dogs often exhibit traits related to inbreeding. Essentially a chihuahua is derived from breeding wolves generationally (with very little understanding of genetic health) to get something very different from a wolf in size and physical attributes, and as a result there are numerous genetic abnormalities in these dogs that can result in bad temperament. Compounding this problem is the fact that chihuahuas are only bred with each other to "preserve the breed" which only makes the mess worse.
