It's called being in heat which means she is ready to breed. Unless you plan on breeding her you can have her spayed and this will stop the problem as well as prevent any unwanted puppies.

Yes, that is a period, and as was said before going into heat. To ehlp with the blood issue use diapers while she is in the house and take them off when she goes out side to use the bathroom.

yes all girl dogs get periods but not when they are really young you should go to your vet to get it checked.
